Dear customers,
Notice 56 announced by General Administration of Customs in Nov 2017 mandates incremental data fields for inbound/outbound movements via sea/air mode, effective June 1, 2018.
This is applied to TNT freight services (S87 – S88), and Express and Economy service.
For CN Express Customers:
1. For import shipment into China
1) Consignee name
2) Consignee contact number
3) One of the 3 below Consignee enterprise codes:
a) Unified Social Credit identifier of the actual Receiver/ consignee = Company, or
b) Organization code of the actual Receiver/ consignee = Company, or
c) Passport, personal ID or other identification numbers of the natural person.
TNT Express service (15N- Express service,48N – Economy service etc.) formal entries (so called Cat. D), shenzhen, guangzhou, Xiamen, Wuhan gateway, and other clearance location like cheng du,chong qing,etc.
Both Shanghai and Beijing have yet to announce implementation date
*** Important Notes:
+ This regulation is subject to be applied to Formal Entry into China. However, sometimes Sender in sending countries may not know if Receiver import the shpmt under Formal or Informal Entry. Therefore, this Consignee code should be declared in all export paperwork.
+ If value of shpmt > RMB 5,000, then it will be consider High Value shpmt —–> The shpmt mus be imported under Formal Entry.
( If value of shpmt < RMB 5,000, but Receiver want to import the shpmt under Formal Entry, Consignee code should be declared in all export paperwork, too ).
+ Shanghai and Beijing Gateways have yet announced this implementation date. However, it should be better if our Sender should declare Consignee code in all export paperwork to avoid customs problem, if any.
